<P>O günkü yazımda, şöyle demiştim: “Yaklaşık 10 yıl önceki web sitelerini andıran ve interaktifliğin kullanılmadığı web sitesi, gümüzün olmazsa olmaz teknolojilerinden bile çok uzakta. Örneğin sitede hala, içeriği kolay takip için RSS seçeneği bulunmuyor. Birçok veri, kullanışlılıktan çok uzak bir şekilde ZIP, Excel ya da Word formatında ziyaretçilere sunuluyor. Her ne kadar İMKB’deki tüm iş ve işlemler gelişmiş teknolojik altyapıyla yapılıyorsa da bu gelişmişliğin web sitesinde yansımamış oluşu çok acı.”</P>
<P>Para piyasalarıyla pek ilgili olmadığım için genelde ziyaret etmediğim bir site İMKB. Bugün bir nedenle <A target="_blank" href="http://www.imkb.gov.tr">İMKB sitesi</A>ne girdiğimde, sitenin yenilendiğini ve hem görsel hem de teknolojik olarak bir gelişme içinde olduğunu gördüm. Emeği geçenleri kutluyorum.</P></DIV>]]></description>

<description><![CDATA[<p>After ten years as an entrepreneur, I started writing a blog called <a href="http://www.startuplessonslearned.com/">Startup Lessons Learned.</a>  My original goal was to provide support and encouragement to other entrepreneurs who, like me, had some unorthodox ideas about how to run companies. Along the way, I encountered two big surprises. They led me to a question I had never previously considered: is it possible that entrepreneurship is actually a management science?</p>

<p>For most of us, the phrase "management science" conjures up a decidedly non-entrepreneurial image, and for good reason. The preeminent management science, for much of the twentieth century was general management, pioneered by twentieth century giants like <a href="http://hbr.org/product/classic-drucker-essential-wisdom-of-peter-drucker-/an/1681-HBK-ENG?Ntt=drucker">Peter Drucker </a>and <a href="http://en.wikipedia.org/wiki/Alfred_P._Sloan">Alfred P. Sloan</a>. As an entrepreneur, I often saw the best practices of general management fail startups. Applied out of context, they were dangerous. </p>

<p>This conflict has played out in many companies that I've worked with. My most recent startup created a marketplace for customers to buy and sell virtual goods for their 3D avatar. So you can imagine how I expected some skepticism when pitching ideas about technology innovation to, say, the U.S. Army. This was my first surprise: they understood that innovation needs to be understood at the level of principles, not just tactics. </p>

<p>Some tactics, like <a href="http://radar.oreilly.com/2009/03/continuous-deployment-5-eas.html">Continuous Deployment</a>, are controversial, even among people with my background. But the really vexing questions came from entrepreneurs who inundated me with questions from other backgrounds. Could these techniques be used by enterprise software companies? Hardware manufacturers? Biotech startups? </p>

<p>Answering those questions requires understanding the principles of entrepreneurship in a rigorous way. I began to call this new methodology "the lean startup." It is a rigorous application of lean principles to the problem of new product innovation. </p>

<p>Inspired by the lean manufacturing revolution (and excellent books like <em><a href="http://www.amazon.com/Lean-Thinking-Banish-Create-Corporation/dp/0684810352">Lean Thinking</a></em>), I started with a first fundamental question: in a startup, what activities are value-creating and which are waste? Usually, new projects are measured and held accountable to milestones and deadlines. When a project is on track, on time, and on budget, our intuition is that it is being well managed. This intuition is dead wrong.</p>

<p>Most startups fail because they are building something that nobody wants. Enamored with a new technology or a radical new product, many entrepreneurs never find a set of customers who will buy it. Each new feature added to such a product is actually wasted effort, even if it's done on-time and on-budget. In product that nobody wants, all the features get thrown away.   </p>

<p>This problem vexes venture-backed founders and general managers alike. Anyone who is tasked with creating disruptive innovation will find it familiar. In short, for an innovation on the wrong course, executing well doesn't increase the odds of success. What's needed, I realized, is a new definition of progress in a startup, one that recognizes that a startup's primary mission is to penetrate the fog of the unknown and find out what their customers ultimately will want and accept. I call this unit of progress "validated learning about customers." Because learning is the goal, the progress that startups make requires a very different kind of management.</p>

<p>This led me to a second surprise. As I was traveling the country talking to people about the lean startup, I kept meeting people in the audience who seemed out of place. They weren't what we usually think of as entrepreneurs. They were general managers, most working in very large companies, who were tasked with creating new product innovations. They were smart, well-read, and understood Clay Christenson's <em><a href="http://hbr.org/product/innovator-s-solution-creating-and-sustaining-succe/an/8520-HBK-ENG">Innovator's Solution</a></em> cold. </p>

<p>They were adept at organizational politics: they knew how to form autonomous divisions with separate P&amp;Ls, and could shield controversial or disruptive teams from meddling. And — my biggest surprise yet — they were visionaries. Like the startup founders I have worked with for years, they could see the future of their industries, and were prepared to take bold risks to seek out new and innovative solutions to the problems their companies would face.</p>

<p>They found the lean startup helpful. In fact, they considered it obvious that these principles —  rapid iteration, a focus on validated learning, and reducing cycle time from idea to learning — applied to their situation. Here's why. In my quest to put the practice of entrepreneurship on a rigorous footing, I had begun with this definition of a startup:</p>

<blockquote>A startup is a human institution designed to create a new product or service under conditions of extreme uncertainty.</blockquote><br>

<p>Originally, I used this definition to help entrepreneurs understand why the "best practices" of general management so often failed them. They can't thrive when transplanted into the soil of extreme uncertainty that is the province of startups. But this definition is surprising: it doesn't say anything about the size of the company, sector of the economy, or industry. Looking past my old preconceptions, I realized that entrepreneurs are everywhere: in government, in the occasional garage, and yes, in the traditional organization. </p>

<p>All entrepreneurs face the same fundamental challenges:</p>
<ul>
	<li>How do we know if we're making progress? </li>
	<li>How do we know if customers will want the product we are building? </li>
	<li>And, if they do, how do we know what kind of value we can create with it? </li>
</ul>

<p>But because every startup also strives to become an institution, answering these questions requires more than just disciplined thinking at the whiteboard. It requires the coordination of many different people, working in concert to answer them. In other words, it requires management.</p>

<p>The management challenges presented by entrepreneurship are different. For example, how do we hold an entrepreneurial team accountable for making progress? This is a core challenge faced by venture capitalists and corporate CFOs alike. A team might be making progress against their plan, might be hitting milestones, might even be earning revenue. But none of those artifacts constitute progress. Learning is progress. In short, it's demonstrating the ability to use what we've learned to change customer behavior, with key metrics as the common source of evidence.</p>

<p>To measure learning requires a shift of attention from the output of models to their inputs. I'll show you how to apply this to entrepreneurial situations in my next post.</p>]]></description>

<p><htt face="Verdana"></htt><strong>Pasaport Nedir? Nasıl Alınır?</strong> </p>
<p><htt face="Verdana"></htt>Pasaport, yabancı bir ülkeye gidecek olanların kimliklerini ibraz etmelerini sağlayan, İngilizce ve/veya bir başka yabancı dille birlikte hazırlanmış olan ve sahibinin kimlik bilgilerini içeren uluslararası bir kimlik belgesidir.</p>
<p><htt face="Verdana"></htt><strong>Pasaport nasıl hazırlanır?</strong></p>
<p><htt face="Verdana"></htt>Pasaport, ikamet ettiğiniz veya nüfusa kayıt olduğunuz ilin Emniyet Müdürlüğü'ne şahsen başvurularak çıkartılabilir. Yaşınız 18'den küçük ise pasaportunuzu anne-babanızın muvafakatnamesi ile çıkartabilirsiniz.<br>
Yaşınız 18'den büyük ise sizin şahsen başvuruda bulunmanız gerekir. Pasaport hazırlatmanız, Emniyet Müdürlüğü'nün iş yoğunluğuna bağlı olarak 3 gün ile 1 ay (bazen daha uzun) zaman alabilir.</p>
<p><htt face="Verdana"></htt><strong>Pasaport için gerekli evraklar:</strong></p>
<p><htt face="Verdana"></htt>• Kimlik (hüviyet) kartınız ve 2 adet arkalı önlü fotokopisi<br>
• 5 vesikalık resim (son 6 ay içinde çekilmiş)<br>
• Başvuru masrafı (Şu an itibarıyla başvuru masraflarınız pasaport sürenize bağlı olarak 80 TL ile 140 TL arasında değişmektedir.)</p>
<p><htt face="Verdana"></htt>Yukarıdaki belgelere ek olarak meslek durumunuzu ortaya koyan belgeleri de ibraz etmeniz, mesleğinizin pasaportunuza işlenmesine ve bunun da vize almanıza yardımcı olacağını göz önünde bulundurun. Öğrenci iseniz okuldan alacağınız öğrenci belgesini, mezun durumda iseniz diplomanızın aslını ve fotokopisi ibraz etmeyi unutmayın.</p>
<p><htt face="Verdana"></htt><strong>Yeşil Pasaport</strong></p>
<p><htt face="Verdana"></htt>Anne veya babası 1., 2. veya 3. dereceden devlet memuru olan veya bu derecelerden emekli olanların bakmakla yükümlü oldukları çocukları erkeklerde 18 yaşına kadar bayanlarda çalışmadıkları müddetçe, yeşil pasaport çıkartma hakkına sahiptir. Böyle bir hakkınız varsa, bulunduğunuz ildeki Emniyet Müdürlüğü Pasaport Şubesine yeşil pasaport için başvurabilirsiniz.</p>
<p><htt face="Verdana"></htt><em>Yeşil pasaport, ayrıcalıklı pasaport olduğundan vize almanızı kolaylaştırdığı gibi, vize ücretinden de muaf olmanızı sağlar.</em></p>
<p><htt face="Verdana"></htt><strong>Pasaport Süresi</strong></p>
<p><htt face="Verdana"></htt>Pasaport 6 ay, 1, 2, 3 veya 5 yıllık olmak üzere hazırlatılabilir. En uygunu 5 yıllık pasaport hazırlatmaktır. 5 yıllık pasport hazırlatmak maddi olarak sizi zorlarsa, o zaman gittiğiniz ülkede kalmayı planladığınız süreden en az 1 yıl daha uzun süreli pasaport çıkarmanızı tavsiye ederiz.</p>
<p><htt face="Verdana"></htt><em>Vize bir devletin ülkesine seyahat edecek bir yabancının pasaportuna koyduğu ve bu yabancının ülkesine girebileceğini gösteren bir kayıttır.</em></p>
<p><htt face="Verdana"></htt><strong>Vize nereden alınır?</strong></p>

<p><htt face="Verdana"></htt><strong>Vize alırken hangi belgeler istenir?</strong></p>
<p><htt face="Verdana"></htt>Vize başvurusunda istenilen belgeler ülkeden ülkeye, seyahat amacına veya başvuranın pasaportunun türüne (diplomatik, hizmet, hususi, umuma mahsus pasaport veya seyahat belgesi) ve hatta zamandan zamana büyük değişiklikler gösterebilmektedir, ilgili temsilcilikten bilgi alınması gerekmektedir.</p>
<p><htt face="Verdana"></htt><strong>Vize başvurularında Dikkat edilecek hususlar nelerdir?</strong></p>
<p><htt face="Verdana"></htt>• Bir vize başvurusunda genel kural başvurunun şahsen yapılmasıdır.</p>
<p><htt face="Verdana"></htt>• Pasaportun yıpranmamış olması gerekir. Yıpranmış pasaporta vize alsanız dahi sınırdan geri çevrilmeniz mümkündür. Pasaportunuzu yenilemenizde yarar vardır. (Pasaport başvurusuna ilişkin ayrıntılı bilgi için: www.egm.gov.tr adresindeki internet sitesine bakınız.)</p>
<p><htt face="Verdana"></htt>• Pasaportunuzun geçerlilik süresinin başvuru tarihinden itibaren en az bir yıl olmasına özen göstermelisiniz. Bu hususu vize talep edeceğiniz ülkenin temsilciliğinden teyit ettirmenizde yarar vardır.</p>
<p><htt face="Verdana"></htt>• Mülakat sırasında, yetkilinin sorularına doğru yanıtlar vermeniz önemlidir.</p>
<p><htt face="Verdana"></htt>• Başvurunuzu eksiksiz belgelerle yapınız. Tahrif edilmiş veya sahte belgelerle başvuruda bulunmak yasalara göre suçtur.</p>
<p><htt face="Verdana"></htt>• Başvurunuzun reddedilebileceğini önceden kabul ediniz.</p>
<p><htt face="Verdana"></htt>• Seyahatinizi gerçekleştirebilecek ekonomik olanaklara sahip olduğunuzu belgelemeniz beklenir.</p>
<p><htt face="Verdana"></htt>• Mülakatın amacı; seyahat edeceğiniz ülkenin makamlarının bu ülkeye seyahat edecek yabancılar için belirlediği koşulları taşıyıp taşımadığınızı anlamaktır.</p>
<p><htt face="Verdana"></htt>• İşsiz iseniz, veya kendinizin ve bakmakla yükümlü olduğunuz kişilerin geçimlerini sağlayabilecek düzenli ve yeterli bir gelir düzeyine sahip değil iseniz, potansiyel bir göçmen olarak kabul edileceğinizden, vize alma şansınız oldukça düşüktür. Bu durumda iseniz, vize başvurusunda bulunmamanız uygun olacaktır. Zira. bazı ülkeler bir ülkeden (örneğin; Türkiye'den) yapılan vize başvurularındaki ret oranını (Örneğin % 3'ün üzerinde) göz önünde bulundurarak, bu ülkeyi göç açısından riskli ülkeler arasında kabul etmekte ve söz konusu ülkeye yönelik vize koşullarını daha sıkı kurallara bağlamakta veya, aksi halde, bu koşulları hafifletmekte ve bir sonraki aşamada<br>
da vize zorunluluğunu kaldırmaktadır. Reddedileceğini bildiğiniz bir talepte bulunmaktan kaçınmanız zaman ve para tasarruf etmenizi de sağlayabilir.</p>

<!-- S SF --><p class="first"><b>The family of a British woman killed in a bomb blast in Turkey say they have finally got justice after the bomber was jailed for life.</b></p><p>Helyn Bennett, 21, from Spennymoor in County Durham, was one of five people who died when a bomb exploded on a bus in the resort of Kusadasi in July 2005. </p><p>Kurdish separatist Mehmet Sirac Keskin was given six life sentences in total by a Turkish court on Tuesday. </p><p>Miss Bennett's mother Sharon Holden said she wept on hearing the verdict. </p><!-- E SF --><p>She said: "We are all shell shocked at the moment as we did not expect the verdict so soon, but we are really pleased he is locked up for life. </p><p>"I just cried and cried yesterday and in a way we can now look to the future now this is out of the way. </p><p></p>

<p>"Justice has been done and we have waited four-and-a-half years for that." </p><p>Miss Bennett's fiance Stephen Stables, 23, her 16-year-old brother Adam Megoran, aunt Toni Punshon, cousin Sam Punshon, 14, and Ms Punshon's partner, Michael Aspinall, were all seriously injured in the bomb blast. </p><p>Earlier this year the family agreed a £1.1m compensation package with the Turkish authorities. </p><p>Keskin, who had denied planting the bomb, chanted Kurdish rebel group PKK slogans in court as the verdict was read, the Anatolia news agency reported. </p><p>The agency said Keskin had been given a life sentence for each of the five victims, and an additional one for "separatist" activities. </p><p>The PKK, which has been fighting for 25 years, had previously denied involvement in the bombing.</p></td></tr>]]></description>
